That is not at all what I meant, so let me re-word:

The 2nd guarantees the right to keep and bear arms. This implies that any arms that you already own, you can keep and bear. And you can buy guns if you can afford them. It does not guarantee that you will be able to acquire them.

As to "arms" - today this is largely meant to mean "guns" Note that switchblade knives (for example) are much more highly regulated than guns, yet arguably less of a threat. Not enough interest for an "NSA," I reckon.

Yet, it is EXACTLY what you wrote.

You can buy beer, too, IF YOU CAN AFFORD IT, then go drive into someone and kill them while drunk.
