Permit Reservation Exchange

I have heard and read that a reservation for a permit can be reassigned to a different person if one becomes available. If this is true I am looking for anyone cancelling their reserved permits for the following canyons and days:

Pine Creek - June 5th
Orderville - June 6th

If this doesn't work how good are my chances with the last minute permit drawings?

Your chances on Pine Creek and Orderville are really good as there are a lot of permits.
