I live in a country much smaller than the USA, but with a large coastline and strong winds from the Atlantic. In recent years we have suffered great river flooding (as has the US). I have no sympathy if you chose to live on a flood plain...and it floods.
I have similarly no sympathy for folks who live at sea level (like New York) or below sea level (like New Orleans) who complain when the sea does what the sea does.
I hope that you USA folks living at higher elevations don't have to foot the bill (in the form of increased insurance premiums) for waterlogged property at lower elevations on the East Coast.
I'm fed up with having to do the same over here, and I'm only at 500 feet AMSL and having to pay for fools who buy property at low level or next to rivers and then complain when it gets wet.
