Poaching fines in Zion

Don't make the mistake of thinking that the fine is always the same. The citing ranger has considerable latitude in what the fine is, and how it is allocated to the group.

Actually I believe the fine for a specific ticket is the same. Where the latitude comes is in exactly what ticket is issued and how many. The ranger could cite everyone in the group individually, but they tend to try and zero in on the ring leader... or I could be wrong...
