The road(blm431) IS claimed by the county. It was there long before monument designation.
This road and many others are part of a 3 year lawsuit filed by the county. It is now in the judges hands waiting on a ruling.
This could still take several months and is a very important ruling as it will set a precedent.
As for right now, it would be somewhat un-wise to travel this road and risk being fined by the blm.

Thanks for all the info, very informative. I will probably steer clear of traveling on the road for now, however I would love to hear an update once a verdict is reached. Thanks again for the info!
