I heard that a dam was going to break in zion with all the flooding. Anyone know which dam this was and if it broke and how it's going to affect permits? The nps will find someway to make things worse.

A dam on the East Fork, outside and below the Park. Plenty of chatter about that associated with the flooding before Christmas. Perhaps celebration-induced lethargy has impaired your search function???

I was in the park on the day the dam was in imminent danger of breaking. The local radio station even kept announcing that it had already broke.
At times, they closed the road out of Springdale to LaVerkin. As it ends up, the dam was severely saturated and the front surface area was sluffing off, never a real threat of breaking. Was truly an impressive storm.
