    "The BLM has initiated drafting of a new management plan for Candlelight Cave. The description of the project can be viewed by the public at this location:

    Project Description: The BLM Salt Lake Field Office proposes to draft and
    implement a new management plan for Candlelight Cave.
    The location of Candlelight Cave would remain
    confidential and access would be restricted
    year-round by a locked door. Potential visitors to
    the cave would be required to apply for a permit from
    BLM. Cave permits would be limited to one per month.
    Minimum and maximum group sizes would be required.
    Trip leaders would be required to have prior
    experience in Candlelight Cave. Training for
    potential trip leaders would be conducted as needed.
    All potential visitors would be screened for
    appropriate vertical caving skills and educated on
    cave resource protection. Appropriate safety
    regulations and equipment would be required. Visitors
    would be required to sign liability waivers. Travel
    routes in the cave would be restricted and cultural
    resources would be protected. The immediate area
    surrounding the cave would be withdrawn from mineral
    entry. Regular monitoring of cave and cultural
    resources would occur. Search and rescue plans and
    training would be implemented. BLM law enforcement
    would investigate and prosecute unauthorized entry
    into the cave and/or vandalism of government
    property. BLM would manage the cave in close
    consultation and coordination with National Park
    Service cave resource specialists at Timpanogos Cave
    National Monument. BLM would enter into volunteer
    agreements with interested groups as needed.
