I lost my tow

Heading home from work, stopped at the light, and a guy gets out of his car and looks up front.

The light turns green and this pathfinder in front of him starts going. I notice he's towing a rope with a hook. It's an elderly gentleman, in his late 70's I'd say. He's doing about 15 below the speed limit, I can't get his attention, he's just driving along.

So what else can a good citizen do but snap a few photos.
