They use them in Germany also. When there is an accident or stalled car the traffic snarls up almost instantly, preventing the tow truck from getting to the site and removing the offending vehicle - which in turn makes traffic even worse. With these bikes they can maneuver through the conjested and/or stopped traffic and get the problem out of the way quickly. Typically it's not used to tow very far - just enough to clear the traffic. It's actually quite a good idea.
