    I've had an experience like this.

    A customer wanted a website, but to be self contained on a CD, so he could hand out the CDs to his customers and they could pop it in the computer and learn all about his company, view manuals, projects, photos....

    I REALLY tried to convince him that if they were going to be using their computers to view the CDs, it would be easier to just manage the online website, let them download all kinds of updated PDFs, photos, things like that.

    It was a no-go, but I saw the $ sign and made this "portable website" nonetheless. It was made up of an autorun file, the CD contained the local pages in folders and such, so it would function like a website when they clicked certain buttons it would take them to different pages, la la la.

    I finally get this thing all designed and functioning after a few weeks, ready to collect my paycheck. Wrong. Now here come the "suggestions". After a week of the little add-ons, I dropped the job.

    ya, BUT it gets to the point where you're working for free.
