I don't think it's an economic thing as far as San Juan County is concerned. A lot of the small towns in Utah are tired of having the feds come in and tell them what to do. They still believe in states rights. I think that's why they're fighting it and why they've been fighting it for a long time. Some say that the reason the judge gave for closing the road--protecting fish--was bogus because the stream doesn't flow year round, though the judge wasn't aware of that at the time of the original trial.
Who knows? I'd like to drive the road and think that most of these roads (and hiking trails) should remain open if they've been used over the years. I have seen though some places where roads have been closed that have gotten a lot better and more pristine since the closure, so in some cases it's a tough call.
