The tac light on the Kahr? You mean the Glock? I like it alot. It's the Streamlight TLR-1 and it's a bright mo-fo. Has come any handy many times. When used at night, people don't even know they have a gun pointed at them. They just see blinding light.

I highly recommend it. At $100.00, you can't go wrong. Is what is sad, is he'll spend more on a good duty holster to facilitate the light, then he will on the light itself.
Where in Idaho is your dad a cop? My father-in-law is also a cop in Idaho (Idaho State Police, Pocatello)

For me it depends on the situation. I voted Ankle because thats the way i carry 80% of the time. I work in a professional business setting so its slacks and a tucked in button up shirt. If its on my personal time its an in the pants holster, I have been know to carry in my laptop bag as well as in a coat pocket if its cold enough... I carry the XD Subcompact...
