Yep, it's ice. It melts very quickly, or else the video is on time lapse. This creates more liquid.

Look closely at the largest glass. He's got a tube glued inside of it. It's full of clear water from the start. When he pours out the white stuff you can see clear stuff pouring out just above it. The smaller glasses have the same tube, but they're sealed off at the top so the milky stuff only fills up a small portion around the outside of the glass.
