Oregon Scientific Helmet Camera - $130
This looks like a good deal, but I'm unsure about the video quality.
The model is the ATC2K, and right from Oregon Scientific's site it is $129.99. I'm assuming you can find it even cheaper too.
It accepts SD cards, up to 2GB. This should supply you with around 1 hour of filming, at 30 frames per second.

The only video samples I've seen are a little grainy, but that could be from the YouTube compression.
Here's a video that I found that sucked the LEAST. Still, the handlebar mount is a no no. You need something out in front of the camera as a static image to give stability. If you don't, wear it on your helmet.
Every other video on YouTube has strange compression, so you get this "waving" effect, as if the video is a flag waving in the wind.
But for the price, I'll say it's worth it. It's waterproof as well.
