I used to race this stuff all the time. That was really an Autocross or Solo track and the concrete barriers are standard. They are placed so the corner workers have some protection in case someone is foolish enough to let an undercover brother drive his million dollar car. The concrete barriers are always placed out of the natural line of a normal crash. You have to be a major retard to hit one. In racing SCCA solo's on and off for about 10 years I only saw a barrier hit once before.
If you watch the video the front end of the car in pushing like a dump truck as he enters the corner. That is caused by standing on the gas and brake at the same time.

Most race tracks have a standing policy (probably part of the insurance). If you hit the wall you must be cleared by the medical staff. Irwindale in one of the nicest short tracks facilities in the country.
