Two different ways. If you've got a picture to add to your post, there is an "Add An Attachment" section at the bottom of the window you open with a new page.
Pictures to link off the net need BBCode

There are quick links at the top of the reply/new topic window.

cool, I haven't tried that "add attachment" one yet. Looks easier than the way I do it.
I just link to pictures stored online on our personal web page. I go to my personal page and copy the address of the picture I want. (right click and hit properties)
then, in this dialog box, hit the "IMG" button above, once before and after you paste your link. then it just links to that website (like that pic of Tam at Sundance)
clear as mud? haha.. I'll have to try the "add attachment" next time.

Yeah sounds like you pretty much have it. This link may expand a bit.

Yeah, it's pretty easy, if your picture is within the right size limit.
Just hit the browse button below the main text box as you are posting.
JPG's and GIF's are allowed among others, but you will have to convert a BMP.

That's a great picture to test it on as well!
OK, so now you know how to UPLOAD your own picture. Do you know how to HOTLINK a picture? (If you do, skip the rest of this message)
Here's a hotlink of your picture you uploaded... Read the instructions posted right below the picture.
OK. If you see a cool picture from another website, or even one on this forum, instead of SAVING IT to your PC and UPLOADING IT, you can skip that by hotlinking it, which is what I just did.
Right click on any picture you see on the web, and go to properties. It will show you the address of that picture. Copy that address.
Come back to your post, and see the "Img" button at the top of the text box? Hit that, paste the address, and hit it again.
Preview your post to see if it worked. The only downside to this, is if somebody edits the original picture from the other website, the link will no longer work. The good thing though, is it's quicker, and doesn't take up space on your PC to download it.
