I think it's mainly just because hair (especially hair in the armpits) is traditionally more of a masculine trait. I think most men (self included) prefer their women to look feminine.
In the U.S. if you're a woman and you don't shave your pits it gives the appearance that you're homeless and can't afford a razor -- which is pretty common in places like San Francisco and Portland but not Martha's Vineyard...
