I have heard probably a handful of times, including one city cop in my Dixie State College EMT class, that St. George has more cops, per capita, than anywhere in the nation...

I find that hard to believe...

I would doubt it. There are towns (like Park City) which only have a population of 2-8 thousand people but are touristy towns which have 40k people or more on any give day. When the population of a town is very low but the amount of out of area traffic is very high that will greatly through off the amount of police required.
