Also depends on how much water they send down to Lake Mead, which is really empty.
That is a set amount that does not generally change year to year.(8.23 million acre feet)
It can fluctuate some and maybe this year will allow it.

Mead has a serious problem in that the lake level is threatening to drop below the powerhouse penstock inlets, and if that happens they will lose all electrical power generation from the dam. They'll send more water down to stop that from happening if required.
It has already been agreed that up to 9.0 maf of water will be released from Glen Canyon in 2019 to try and balance Mead and Powell water levels. That's a huge increase of nearly 10% above the established release requirement of 8.23 maf.
There is also the possibility of a second adjustment to send down even more water. That adjustment will be made in April, and then reevaluated every month after through 2019.

Maybe I'm reading it wrong? Hopefully it means that they will do what ever they can to keep it from going below 3525' to keep the generators turning?
