Is it the buttress near Elephant Butte, Arches National Park?
It is in Arches, not exactly near Elephant Butte, but close. It's called Off-Balance Rock and its right next to Balance Rock. You can go Scott.

No.
I was thinking Partition arch..... but I'm not recognizing the background. Looks kinda like devil's garden area in the back

No, not Partition and not Devils Garden.
Would that be the South Window?
No, not South Window.
Clues:
The arch is not as well known as the most famous in the park, but it is still fairly well known. It is on an official trail and on all the park maps.
It's Tower Arch
Beta is here:

What is that black thing under the arch? Is it a pool? (hint)
Good guess (similar fin formations) and in the same general area, but it's not FF.
Rob
Rock of Ages route and the big arch rappel there?
That's close enough, qedcook, the arch is called Pool Arch.
You have control.
