Under well established precedents by the Supreme Court the resolution is non-binding and lacks any force of law.
It's nothing but symbolic.

With all the military surveillance assets we would have had over Iran at that time we know exactly who fired the missile. Our military can probably tell you the license plate number on the car of the battery commander.
You notice the information about who shot the plane down kind of just leaked out from unnamed US sources. That was our way of making sure the blame was placed where it belongs.

There are actually numerous videos of the missile taking out the Ukrainian plane. Many of the videos I have seen appear to have been shot from automobile dash cameras that just happen to catch the explosion.
