The reinventing seems clear to me. An AOC future. It'll be easy to argue Biden wasn't openly progressive enough. They'll move full-on that direction, and they'll do well with it. It's a winning message for the new electorate. Had this been Sanders losing 60/40 like McGovern did in '72, then you'd see a Jimmy Carter -type movement emerge. But look what happened after Gore lost '00 and Kerry '04. Did Dems move more center? No, they went more left with Obama and won. Then Clinton was less left in '16 than Sanders and lost. DHS's warning published Thur. (Sept. 2), or about 60 days until the U.S. presidential election on Nov. 3, indicates there are "evolving threats against the American homeland, most recently highlighting efforts to combat an Electromagnetic Pulse attack which could disrupt the electrical grid and potentially damage electronics."

The positive developments have occurred in the public policy realm and in important work being done on pilot projects.
A March 26, 2019 Presidential Executive Order places higher priority on and outlines steps for better coordination among government agencies so that an EMP attack is less likely to occur and better able to be met. Pilot programs in San Antonio and South Carolina, along with ongoing government research, should be widely disseminated and emulated so that large swaths of the electric grid are protected from EMP within the next 10 years.
