I believe this is the difference between an omnibus spending bill and an actual budget.
An omnibus spending bill procures the money BUT it falls on the President to how the approved funds are actually spent.
An actual budget has clearly defined parameters on how the money is spent that must be followed by the President.
Remember obama sending 1.7 billion--in cash, to iran?
I could easily see planned parenthoods budget applied to sections of the wall.

I find it somewhat revealing that they feds asked for Hillary's emails, servers, etc.. for 2 years before they got a single document... and then they were already sorted and deleted. Yet they want Trump docs so they just show up and take them - as they should be allowed (if justified). They should have dealt with the past scandals they same way - Hillary's servers, Benghazi, etc...

In the late 80s, my business partner and I were working on a condo in an upscale complex in Palm Springs with a fancy golf course. We were there for a week and ate at the clubhouse every night for dinner, as the owner of the condo paid for it. Nice place, great food.
Anyway, the bar area had at least 10 women hanging around it every night that looked similar to Ms. Daniels here...all sexed up and good looking. Turns out they're groupies...there was a semi-pro tournament going on that week. These guys weren't even the top dogs, but the women who covet the lifestyle followed then around the country. These guys would show up in the evening and everyone put the make on. Every night these women were just waiting for them to show up.
I saw the Red Hot Chili Peppers at a very small club in Hollywood about 3 years before they hit it big but they were well know in So. Cal. The front of the stage was packed with women freaking out over Anthony Kiedis even though he was spewing spit all over them.

I don't know what Trump has to do with it, but I dare say that the Nobel Peace Prize has been given to another president for doing much less than Trump.
Trump has forced North Korea to the negotiating table by basically bankrupting the country through his sanctions.
North Korea currently has two choices, so long as China continues to back Trump, and they are get with the program or cease to exist.
