I heard two pieces of analysis regarding the delay. 1, the preamble to the articles says the speaker "shall" send over, etc. So she's in violation of the law in not sending over; 2, a Senate rule states the matter shall be taken up once transmitted by the House. Change that rule and the Senate can consider the articles without further House action.
The Constitution is silent on requiring a separate vote on transmittal.
Given this, would forcing transmittal tarnish the legitimacy of the articles more, or letting them rot?

Nancy Pelosi has just lost all her leverage in the battle over the impeachment articles.
Shortly after the House voted to approve articles of impeachment against President Trump and media headlines blared out “PRESIDENT TRUMP IMPEACHED”, Speaker Pelosi (D-CA) told the press that she wasn’t going to send the articles to the Senate, at least not for now.
“He just got impeached. He’ll be impeached forever. No matter what the Senate does,” Pelosi told reporters, insinuating that if she didn’t send the articles of impeachment to the Senate for trial and acquittal, Trump would remain “impeached forever.” Analysts say she’s been using that threat as leverage to get the Senate to agree to whatever terms Pelosi and House Democrats want.
But now, thanks to the Democrat’s very own constitutional expert, Pelosi has not only lost all the leverage she thought she had, but it turns out the president is not even considered “impeached” unless and until the House sends the articles of impeachment to the Senate.
According to an article written today by Harvard Law professor Noah Feldman, one of the constitutional experts called by Democrats to testify in front of the Impeachment Inquiry earlier this month, “impeachment as contemplated by the Constitution does not consist merely of the vote by the House, but of the process of sending the articles to the Senate for trial. Both parts are necessary to make an impeachment under the Constitution: The House must actually send the articles and send managers to the Senate to prosecute the impeachment. And the Senate must actually hold a trial.
“If the House does not communicate its impeachment to the Senate, it hasn’t actually impeached the president. If the articles are not transmitted, Trump could legitimately say that he wasn’t truly impeached at all.”
In other words, the Senate now has all the leverage in Pelosi’s delay game. If she doesn’t send the articles over, Trump will not be considered impeached. And as of right now, the articles of impeachment have still not been transmitted to the Senate.
Meaning, despite all media headlines to the contrary, President Trump has not yet become the 3rd president in history to be impeached.
