Any job availabilities in the IT world in Utah?

I know there are several people here at Bogley who work in the IT world. I have a good friend (in Utah) who was just laid off from a company that relocated to Atlanta. He was given the opportunity to move with the company, but has too much family here that he did not want to leave behind. Below are a few of his qualifications. I saw this come by my email last week, I think it's still open for our Sandy Utah office. It only starts at 70K, but there is lots of room for improvement once you prove yourself.
