So if they are going to charge $1500 for the permit, but only $1000 "if" you get caught, who would bother getting a permit?

I would think that whatever media that is produced then becomes illegal without said permit being first obtained? Copyright legalities perhaps?

Just a guess, but I'm guessing that it is propaganda. It's a sure bet that it couldn't enforced. It sounds like an indirect way of trying to say that "the Forest Service needs a bigger budget or we're going to have to do such things".
Whatever the motivation, this will probably become a backlash for the Forest Service. I'm also guessing that it is a very tiny minority from the Forest Service that would actually want to go through with such a thing.

I'm not certain it's isolated to only National Forest Scott? The National Parks also require a "Commercial Permit". Several years ago I was asked by ZNP to chaperone Bellevue Productions during their "Zion National Park" phase of their filming of the Travel Channels, "National Park Series- Zion, Bryce, Grand Canyon, Haleakala, and Denali". Talking with the production team enlightened me as to some of the hoops they had to jump through to obtain said permit. I'm not sure of costs, but I'm pretty certain it wasn't too expensive? There were restrictions as to where and what they could film though. The 3 days I spent as chaperone, included filming of Angels Landing, Weeping Rock, Emerald Pools and the Narrows up into Orderville Canyon. Not too sure where else they were allowed to shoot, but I believe Watchman Trail was another area they were escorted to?
