I did the East Rim trail from the upper park boundary a few years ago (hot summer time). I had been told at the backcountry desk that Stave Spring was running (1-day old information to them).
When I got to Stave, it was dry, but I did have enough water with me to enjoy the whole of the upper mesa , albeit I had to return to the valley one night earlier than planned.
Since then my mantra has been to carry what I need if I can, or amend plans if data is old.

Yes, the Park Rangers can't be at every spring at every hour to update conditions.
Still, I wonder why the NPS still hasn't updated the website?:ne_nau: It still says that Coalpits Spring is flowing:

The rescue happened almost a week ago.
