I don't get it. Why is the lady in the orange safety vest grabbing for the fire extinguisher before anything happens?

The text states an attendant noticed mismatched license plates. That's incredibly observant In itself. Would make sense that the orange vested one would walk over and grab an extinguisher, just to have an excuse to get close and see the driver or something.

Would it be possible to fake this?
