I think I'll pass.... Right from the start the new Top Gun movie has a massive hole in the plot big enough to drive an aircraft carrier through...

Since 1947, the U.S. military has followed an “up-or-out” policy of personnel management, which requires that an officer be promoted within a certain period of time or leave the service. The up-or-out program weeds out antiquated or substandard officers.... in other words... Maverick would have been long gone.

I've known about up or out for a long time. It has the biggest effect in the higher ranks. If you're not on track to make Genral you are out.... I have two friends that were full bird colonels that were sent out.
