printing multiple images

ok so i have lots of photos i would like to print into an album. i need a program which will allow me to move the images around on the page into the order i want them. right now when i select 4 photos on the page it randomly orders the images.

i am using the default photo imaging wizard. whats better and preferably free.

What are you using to print? I've done a couple of books at/with blurb.com and have found it relatively easy to use once you get the hang of it, and have turned out some nice product for clients (they were hockey photo books for kids at the University I worked for). Otherwise, I imagine using Photoshop you could make the pages individually?

I did these with Picasa and it's FREE!!! I did these for calendar I was putting together for my family.
