Wow--I've wondered at times if that was possible. I think about it when zooming in on my images.

it's called photo layer separation. pretty common technique nowadays, especially in documentaries where still shots are the main "footage." requires you to cut out layers of your footage in photoshop, and then content-fill the blank spots, and then animate in after effects. time consuming, and takes skill to rebuild the parts of the image that would would otherwise be covered by a foreground image.

here's one of my favorite videos that uses it.

Yeah, it's something that I've thought about trying out, but haven't yet. It's pretty neat stuff, though...
