Interesting. I've seen it first hand. When we were doing the Caesars remodel a few years ago. We found an easement for a storm drain between caesars and flamingo (across the strip). It ran beneath a tunnel beneath the pool. Naturually we wanted to check it out and see if we could use it for running conduit and wire between the new tower and the old frontage. Even though both ends were gated it was swarming with people. It was abvious that there were almost permanent residences in there. Since the uphill entrance of the drain had been abondoned in the early 90's it was still open on the flamingo side. Harrah's had to hire 24 hr guards to eventually clean it out and block it off.
