It's similar to birdseed, you put it out to attract squirrels, chipmunks, skunks, etc. Some people use it to actually feed wild animals, however, that doesn't seem likely in this case. More likely they sit on their porch with a rifle.
I can get a bag at City Market in Moab.

I'd be a bit worried having my haircut in a barbershop that also sells guns. What if a customer hates his haircut? :assault:
