Intent. If he deliberately exposed himself to neighbors (if multiple complaints arise this would appear to be the intent) then he should be prosecuted.
On the other hand if he was just making coffee and his neighbor accidentally saw him naked (he should have closed the blinds) then he should be warned to close his blinds. Leave it at that unless another complain comes up and then, as stated, he should be prosecuted.
It should be noted (especially by cops) that there are times when the coffee pot really does take priority over the necessity of clothes.

Sounds like either

A: He is quite unattractive in which case nobody wants to see him naked.


B: His neighbors are VERY uptight.


C: His neighbors have young children at home.


I'm going with B. American society is very uptight on the issue of nudity.

Yep, our puritan heritage has made us prudes. And yeah, if he's just making naked coffee then let it slide, but if he's repeatedly showing his wanker to the neighbors, or to their kids, then he should be prosecuted.

Yeah, the naked bike thing could have been prosecuted if there had been complaints, but rather than something sexual that needed a complaint everyone knew it was just naked comedy.

Hell, when home alone I make naked coffee. I just close the blinds.

My wife loves it when I make naked coffee in the morning.... I always bring us each a cup and a dozen donuts....
