Yes I believe there is an omnipotent being that goes to the effort of helping individuals escape disaster with split second timing, criminals escape the police similarly and old ladies narrowly avert certain death in cross walks but can't find the time to keep thousands from dying in tsunamis, earthquakes and tyrannical war or mass starvation.

Must just have a twisted sense of humor.
