The ranger at the tunnel made a comment about this.
He said the plan was to do the lower portion( canyon junction to tunnel ) next year and then do the portion above the tunnel the following year.

The ranges comment was something like
If you don't like the wait now don't come back for a couple of years since they are going to rip up the road over the next couple of years.
