Tracing an IP Address

I have an IP address I would like to trace, to see who where it came from. The only thing so far I have been able to find is that it is from a QWEST account is there anyway to find more info?

You could contact Qwest and see if they can give you an identity of a person. I know that's how my company organization tracks down on offensive e-mails. I find the ISP for them and they make the call.

If you can actually track the IP depends a lot on if the address is "static" or "dynamic".

When a computer uses the same IP address every time it connects to the network, it is known as a Static IP address. In contrast, in situations when the computer's IP address changes frequently (such as when a user logs on to a network through dialup or through shared residential cable) it is called a Dynamic IP address.
