It's not Blanding.... it's the Navajo reservation that's the Utah problem. I'm guessing Utah has no control over the Navajo's and school on the reservation.

Here is the site it came from scroll down to view map. It even shows a map of the 2004 election. It appears that the least educated states voted for Bush and the most educated voted for Kerry, exept for possibly the highest % or educated states of Utah Nevada & Wyoming going for Bush

It's nice to see that Utah has such a good education report, according to the map.
Yes, San Juan County having the only crimson mark on Utah is mainly due to the Navajo Nation residents. Look at the counties where the Navajo Nation covers and it's close in comparison. Also, check the other states with Indian reservations and you'll see similar results, again, according to the map.
It's also not surprising to see the darker shades of red along the bordering states with Mexico, Texas especially. I also see that the counties in California where crops/farming are the big business also have higher percentages of < 9th grade education.
