I think it's really just that God wants people to stop killing the elephants, and rather than, like, smite hunters, he caused the elephants to grow smaller tusks. No, really. Ipso facto, evolution is still just an unproven and unprovable hypothesis.

Maybe the females find shorter tusks more attractive, breeding only with them.

Longer tusks cause more bruising.

On a side note;

If women started being attracted to men with very large noses, I mean HUGE, we'd see an evolution within one generation.
