People won't be so apt to commit drinking and driving or any other moving violation. If it stops habitual drunks from being on the road, so be it. Something tells me it probably won't make that much of an impact on a habitual drunk, but maybe on someone who is a repeat offender. Not so much thrown into the habitual stage.
