I can't find the press release on 7-11's site, but they've doing it on 7/11 for years. The only size that's free is the 7.11 oz cup that the store will provide.

It is confirmed. Today is 7-11, hence the free 7.11 ounce free slurpees... Rumor is some locations will let you take a bunch of cups...
