It is an ironic juxtaposition of events: one involves a meaningless ritual in which we look to a creature of little intelligence for prognostication. The other involves a groundhog.

I wonder if that was the case in a previous year and the joke is just being recycled. I'm sure the language could be fudged a little to still be accurate and funny.
